Change Support Assignments Section to Parking Lot

We haven’t really used the moderator-only “Support Assignments” private forum section. It was originally going to be used to assign real life people to users for one-on-one support. It didn’t happen, and I am not sure we need a forum section devoted just to that purpose.

I am going to change it to the Moderator Parking Lot. We can use that area as a place to temporarily move controversial topics, without deleting them, until the problems are resolved.
