Notice posted in Rules section about moderation

I posted a notice about active moderation at the site in the Rules and Policies section. Feel free to comment or propose edits here in this thread. I am doing this in response to all the recent need to moderate users, and some of the more sincere people requesting this process be more publicly explained.
