What are the Handbook instructions about taking away someone’s recommend? There isn’t anything in the handbook accessible to everyone. I don’t remember anything in Handbook 1 and I don’t have access anymore to check. I think the issuer (bishop) would ask for it to be surrendered. If the holder refused he would contact the stake president and someone at the stake level would go into the computer system and deactivate it. Just my speculation based on experience from three years ago.

It is inconsistent because not much is written. Actually, I’m not aware of anything. I don’t remember anything in GHI1 either. I do recall there are some instructions in the temple recommend book itself (that’s where the questions and the thing about wearing the garments are), but I don’t recall that there’s anything in there about taking a recommend back.
There are people here with ready access to those books, I’m waiting for one of them to enlighten us. It is interesting to note that with modern technology a recommend can be activated/deactivated via computer. In the old days forgery was much easier and all one had to do was get by the 80-year-old guy who couldn’t really see or hear sitting at the desk. And it’s something as simple as a bar code.
A Bishop would take away a TR when the person is no longer worthy to have one. There is no direction in CHI on when this happens. It is up to the bishop (Common Judge……..) to decide this. The good news is…it’s not permanent. Rotate in a new bishop who wants you to have a recommend, and the ball lands somewhere new…and we move forward.Like others have said, there is no reference in Handbook 1 that I can find about taking away a temple recommend. Guidelines a bishop should follow are probably found in the disciplinary section, however, as I would consider it punitive in nature. A bishop can’t forcibly remove a temple recommend from a person that I know of, the person would have to give the piece of paper to the bishop. However, I’m pretty sure the stake can disable a recommend via computer. Also, a bishop could request that the stake disable a recommend and I imagine the stake would honor the request.
