Everyone, let’s hold off on any speculation about that question until HiJolly (or someone else with personal knowledge of the answer) can read this and provide the answer.
🙄 If I remember correctly, there is some vetting done, not sure if it’s correlation or the office of the 1st Presidency, but I’m pretty sure *someone* looks through the talks. But I don’t know for sure. I think it is clear that someone is taking a look-see.
BTW, Elder Poelman’s infamous talk was awesome as first given, and still pretty good after editing. I am sad that it was re-done.

I agree that the original was (as far as I am able to tell) a fantastic talk, but to me the correleated version was nothing but platitudes and mormonspeak. That episode represents to me a complete and utter violation of trust, but I’m glad it happened. But back to the topic at hand, yes, it seems reasonable that someone would have to be responsible for keeping an eye on the content of the talks, especially talks from those in the lower echelons. That would be a tough job.
