I’m truly sorry that your bishop is not the “caring” type at least when it comes to this matter. That makes it a lot harder. Would he have more luck talking to the EQP and HPGL directly and working it out there. If this is just some what uncomfortable for your husband maybe this is a chance for him to grow but if it’s a big deal I would start next with the EQP and HPGL and then move up the chain of command, via the stake president. Or if he his not comfortable doing either one of those just have him ask the HPGL if he can attend his class for the next lesson or so just to get the feel for the class and group of men. Anyway, I hope things work out. I concur with this approach, but my rationale is doctrinal, rather than personality-based. Melchizedek Priesthood quorums operate at the stake-level. The Bishop is the senior AP member at the local level… the Stake President is the senior MP member.Aaronic Priesthood… ward. Melchizedek Priesthood… stake.
So, for example, an EQ President is called by the Stake President, and “set apart” by the Stake President. I believe that EQ Instructors are called by the EQ President, rather than by the Bishop (correct me if I’m wrong, it’s been awhile since I taught EQ as a calling). The Bishop does not have jurisdiction regarding who is made an Elder, who is made a HP, or which quorum they attend. That’s why YM who are candidates for the Aaronic Priesthood are presented for sustaining vote in front of the ward, but candidates for MP are presented at the stake level, usually at Stake Conference, or rarely, are presented to the entire stake by a High Counselor who puts forth the name in each ward/branch of the stake.
On my own, you are correct in what you stated. The stake is in charge of the MP as noted. I would first approach the HQP and HPGL as a courtesy not only to them but out of respect to the office of the bishop, if not the man himself and also to not ad to the SP’s load and I try to resolve issues at the lowest levels possible. But again if you don’t get the answers you need I would talk to the SP.
