The church may already do some of this. A few weeks ago on of the Elders that serves as exec secretary or ward clerk (not sure which) had to excuse himself from elder’s Quorum because Bishop was meeting with a woman. He was going to sit outside the office.

I’ve done that for one of our bishops before. A bit boring for me, but I understand why it happens.

As I understand it, the bishop’s burden is supposed to be spread out across the bishopric but it doesn’t work like that always in real life.
I was asked once or twice as a counselor to some bishops to stick around on Wednesday night late or even once on Sunday night because a sister needed to meet with him, but never while others were in the building. To me that seems different than what is being focused on.
