Actually, your daughter has found a serious hole in Mormon theology here.
I can only say that it probably ties in with the notions of eternal repetition and progression which seem to permeate Mormonism.

I don’t agree, SamBee…because what is it that actually Mormonism states about this? There isn’t clear cut doctrine on it, is there?
I think Mormonism leans more towards a God bound by the laws of Heaven and by Agency, or He’d cease to be God, but there isn’t a definitive statement on his Omniscience as part of His perfection. I think there is leeway to interpret it differently.

I agree. The more perspectives, the more truthful.Theories suggest that the higher dimensions are infinite possibilities of infinite universes.
To answer your daughter’s question:
Maybe it’s not so much God who lets us come to earth.
The only way that God can be unchanging & perfect (lacking potential) and STILL cause influence is through attraction… LOVE.
So maybe it is us who are drawn to come to experience various capacities on earth.
